About APCAS 29th Session

The Asia and Pacific Commission on Agricultural Statistics (APCAS) is a statutory body of FAO and holds its biennial sessions in member countries. The 29th Session of Asia and Pacific Commission on Agricultural Statistics (APCAS29) is being held as a virtual meeting from 22 to 25 November 2021 at the kind invitation of the Government of Mongolia, from which a senior officer will be elected at the start of the session to serve as the Chair of the 29th Session. In keeping with the 28th session of APCAS, delegates are expected from    FAO     member     states, development     partners, and     civil     society     organizations.

APCAS Meeting Objectives

Brings together senior statistics officials

APCAS brings together senior statistics officials from FAO member countries of the Asia and Pacific region, who are responsible for the development of agricultural statistics in their respective countries. They review the developments in their agricultural statistics systems since the last session and exchange ideas with experts from FAO and other organizations on the state of food and agricultural statistics in the region. FAO uses this occasion to inform the member countries about its activities during the preceding biennium, particularly in Asia and the Pacific region.

Review the state of agricultural statistics

The terms of reference of the Asia and the Pacific Commission on Agricultural Statistics requires that FAO review the state of food and agricultural statistics in the Region and advise member countries on the development and standardization of agricultural statistics within the general framework of FAO’s work in statistics, and to convene study groups or other subsidiary bodies of national experts required for this purpose. Annex 2 provides the Statutes and Terms of Reference of the Commission.

Assess the current status of food and agricultural statistical

The biennial meetings of the Commission are organized to:

assess the current status of food and agricultural statistical development in member countries;

inform the member countries about the FAO activities in food and agricultural statistics during the preceding biennium, particularly in Asia and the Pacific; and discuss new developments in agricultural statistics.

Issues to be discussed

As such, the 29th session of APCAS is expected to focus on the impact of COVID-19 on statistical operations, challenges and development for SDG indicators, use of earth observation data, and the 50x2030 initiative. Annex 1 provides a provisional draft agenda.

APCAS Participants

Participants to APCAS include the Commission’s 31 member states, from which the chair and vice chair of the session are elected. The chair is an official from the host government (Government of Mongolia for the 29th session) and the vice-chair may represent a potential future host government.

FAO participants include a senior official, usually the Chief Statistician of FAO and/or the Director of FAO’s Statistics Division; the Regional Statistician for Asia and the Pacific; the sub-Regional Statistician for the Pacific; and other senior officers.

Development partners also participate in APCAS, such as UN-ESCAP, the Asian Development Bank (ADB), the Statistics Institute for Asia and Pacific (UN-SIAP), the Pacific Community (SPC), US-AID.
